The CPO Course and Exam that was originally scheduled for June will now take place October 9-11, 2024 at the Courtyard Mt. Laurel Cherry Hill in Mt. Laurel, NJ. If you were registered before April 18, 2024, your registration will transfer to the new date unless you submit a written cancellation. JAHMA and PennDel AHMA strive to ensure that the courses we sponsor include up to date, relevant information. With the requirements of HOTMA still being rolled out, we would like to make every effort to ensure the possibility that HOTMA will be covered in the CPO Course. By October, it is anticipated that HOTMA will be included in the supplemental course materials, however students will not be tested on HOTMA during the exam.
The Certified Professional of Occupancy (CPO) course is a comprehensive program offered by the National Affordable Housing Management Association (NAHMA) for property management staff in affordable developments, including LIHTC combined with HUD and Public Housing projects undergoing RAD conversions to PBRA. It is the only occupancy course that covers the HUD 4350.3 Handbook in its entirety, with specific handbook references cited in the margins of the course text.
Each participant will receive a copy of the 4350.3 Handbook at this course. The two and a half day program is composed of occupancy focused instruction. Participants will receive a voucher from their hosting AHMA to take the CPO exam independently on their own at their home office, or property. Students that successfully pass the exam will receive a CPO certificate and lapel pin. All CPOs will be listed in an online national certification directory. The CPO is a requirement for NAHMA’s National Affordable Housing Professional (NAHP®) certification program.
Fees and reasonable expenses for the course are an approved project expense for front-line staff. It is recommended that course attendees have a basic knowledge of the HUD 4350.3 Handbook prior to registration. It is recommended that attendees bring a highlighter, a calculator and Post It notes to the course.

Senior Vice President of Compliance for STAR Compliance Consulting, a Division of Seldin Company
Heather brings knowledge from both the property management and regulatory sides of affordable housing industry. She is a 27-year property management veteran; in addition, she has served as the previous manager for both the PBCA Section 8 Contract Administration and LIHTC Program Compliance departments within the Colorado Housing and Finance Authority (CHFA). Prior to that, she was a Project Manager with the U.S. Department of Housing and Urban Development. Heather is an expert in Fair Housing practices and affordable housing program compliance rules and regulations. These skills allowed her to serve as an expert witness for a recent high-profile Federal Fair Housing property management case. Heather has first-hand insight into the latest affordable housing compliance trends all due to her on-site consulting work with multiple affordable housing programs, in addition to her company reviewing over 1000 resident files on a monthly basis. Her ability to comprehend the complex rules and regulations of the affordable housing industry, allows her to assist her clients across the country to stay compliant with not only state monitoring and government agencies, but also with Fair Housing laws. Heather is the past Chair of NAHMA’s National Fair Housing Committee and is currently the incoming Chair of their Education and Training Committee. She also sits on the SHCM™ Special Advisory & Technical Committee. Heather was given the distinct honor of NAHMA’s Industry Achievement Award in 2019 and is a current NAHMA approved CPO™, BCD™ and FHC™ Instructor.

Course space is limited. Registration is on a first-come, first-served basis.
There is a $150 administrative fee for cancellation 15 working days prior to the course. After this date, fees are nonrefundable. A substitute may be sent in the place of the registrant. Class space is limited, therefore your registration must be accompanied by full payment in order to confirm your space for this CPO course.
